Hi and welcome to the forum. Before you hunt down a fuse for the horn, check that it's not a known issue with a bad earth to the steering column. Run a length of wire from a good clean metal part of the steering column to a clean body earth and try the horn then. Apparently, the stop / start battery needs to communicate with the ECU so there may well be an issue with the communication. I have no experience with stop / start but after seeing this It may be advantageous to get the car hooked up to the diagnostics to see if that can shed some light. The page with the tool is here.

My 2002 Berling 1.9 van has just failed its MOT because the windscreen washer doesn't work. I'd taken it to a local authority site and the guy there gave me the chance to put it right before he did the form. The best hope was that it was a fuse.
